THE REGIONAL TRANSPORTATION COMMISSION (RTC)

Founded in 1972, the RTC has twelve voting members:

  • All five members of the Santa Cruz County Board of Supervisors
  • One member from each of the four incorporated cities in the county
  • Three members appointed by the Santa Cruz Metropolitan Transit District Board of Directors

The State Department of Transportation (Caltrans) serves as a non-voting member of the Commission.

Regional Planning and Funding Activities

The Commission conducts long range planning studies designed to help guide transportation spending.

Regional Transportation Plan

The Regional Transportation Plan  (RTP) is a long term plan for improving the region's transportation system over the next twenty-five years. The RTP includes transportation goals, policies, and evaluation criteria which will inform the selection of specific improvements and projects. All transportation modes are included in the RTP.

The RTP is required to be consistent with State and Federal guidelines. These guidelines are designed to assure that regional transportation planning efforts are both multimodal and consistent throughout the state. In addition the RTP must undergo environmental review. Throughout the process many formal opportunities for public input are provided.

In May 2005 the Commission adopted the 2005 RTP.

Regional Transportation Improvement Program (RTIP)

As the Regional Transportation Planning Agency (RTPA), the Regional Transportation Commission makes decisions and sets priorities for the expenditure of various state and federal transportation funds for major projects through the RTIP. Funding sources allocated and administered by the Regional Transportation Commission include:

  • Transportation Enhancement Activities (TEA),
  • Surface Transportation Program (STP),
  • Congestion Mitigation and Air Quality Improvement Program (CMAQ),
  • Transportation Development Act (TDA),
  • State Transportation Improvement Program (STIP) Regional Share Funds.
Major Transportation Investment Study

Read the about the Major Transportation Investment Study (MTIS). Based on the results of the Study, the Commission selected a Locally Preferred Alternative which includes a variety of projects in Santa Cruz County.

Legislative Agenda

Every year the Commission adopts a legislative agenda to guide its support and opposition of state and federal legislative or administrative actions.

Review the SCCRTC 2006 Legislative Agenda:

Transportation in Santa Cruz County is funded from a variety of state, local and federal funding programs. The Governor and Legislature is currently reviewing options to supplement transportation funding through a Statewide Transportation Bond Measure.  In February 2006, the SCCRTC adopted policy guidelines to direct advocacy efforts on the proposed transportation bonds, including a list of priority projects in the event the measure earmarked specific projects for Santa Cruz County.

In 2005, Congress adopted a new Federal Transportation Authorization bill known as "Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users," or SAFETEA-LU that included new funding for opportunities for Santa Cruz County.

    Accessible Transportation

    The Regional Transportation Commission (RTC) provides partial funding for the Consolidated Transportation Services Agency (Community Bridges) and the Volunteer Center, which provide transportation services to the elderly and the disabled. The Elderly and Disabled Transportation Advisory Committee (E&D TAC) is a citizen's advisory committee which advises the Regional Transportation Commission on matters related to accessible transportation and sponsors events and activities that promote accessible transportation.     Call Box Program

    Serving as the Service Authority for Freeways and Expressways (SAFE), the Regional Transportation Commission owns and operates a network of 124 motorist call boxes on Santa Cruz County highways. A motorist simply needs to pick up the handset to automatically reach a call answering service who will connect them with the service that they need. Motorists may use a call box to request assistance or to report traffic incidents. Call 460-3200 for more information on the call box program in Santa Cruz County.

    Freeway Service Patrol

    In cooperation with Caltrans, the San Francisco Bay Area Metropolitan Transportation Commission and the California Highway Patrol, the Regional Transportation Commission operates the Freeway Service Patrol on Highways 1 and 17. The FSP tow trucks operate during weekday commute hours and on a limited schedule on the weekends. The FSP tow trucks help reduce congestion by quickly removing stalled vehicles or vehicles involved in an accident from the roadway and assisting motorists with basic car problems to get them on their way.

    Transportation Monitoring Program
    The Regional Transportation Commission performs on-going traffic monitoring and produces the Annual Transportation Monitoring Report . This report provides traffic volumes on selected local streets and highways and other local transportation statistics.
