Plan Coordination and Environmental Review
Transportation projects must consider the natural and built environment in which they are located. Similarly the built environment must consider its impacts on the transportation network.
The RTC uses several tools to promote compatibility between the natural and built environments and the transportation system, including the following:

Review and comment
on transportation aspects of planning and environmental documents prepared by other agencies to ensure consistency with the Regional Transportation Plan Goals and Policies and forward applicable plans to the appropriate RTC Committees for consideration.

Complete environmental reviews
for transportation projects and solicit input from the public, transportation agencies, resources agencies, and other partner agencies as required by the California Environmental Quality Act and the National Environmental Quality Act.
